Who is responsible for sound in a movie?

 In films, the sound designer and film editor are in charge of the sounds/audio throughout the process of the film. There are diegetic sounds where the sound comes from the environment of the film(traffic commotion, conversations, etc.) There are also non-diegetic sounds where the sounds are added into the environment of the film(voiceovers, etc).
